The Founders Meeting
On the 27th of February 2947 in an Omusul’s Breakfast Enterprise restaurant in Port Renatus on Mars, five disenchanted space farers sat to talk about their woes and their dreams. These five men had been unrecognized but essential cogs in the machine of an intersystem organisation that had bloated beyond recognition, resulting in poor communication tyrannical leadership and a steady decrease in profits for the rank and file.
Together they had helped support the creaking system but their efforts had been side-lined to the extent that they decided to meet to discuss the situation. Mal Reynolds who had suggested the venue, as he was a relative of the Omusul family, was the first to speak. “I need to break away,” he said “the amount of added stress is too much and I am getting to the stage where I can’t pay my crew.”
Murgen, the warrior amongst them was more forceful “The situation has gone beyond the pale, we need a system that supports us not drags us under.” Mal nodded and looked around the faces of the men he had grown to call friends. Mr Sokar the Tech genius whose wizardry had produced the finest hardware to furnish their organisation and alongside him Cerberus, the Server god, the man behind the brilliant Mobiglas and Spectrum applications that allowed them all to operate in such a seamless manner. Lastly, Mal looked at Fil, the rock that had supported their failing organisation so well and who in exasperation had called him to announce his resignation.
“We need to form our own organisation,” Fil said “We have the expertise around this table to set it up, all we need after that is for people to join it.”
“I know some that would gladly follow us.” Cerberus said. “Raven Squadron, will be with me.” Murgen said authoritatively. “Money will be an issue,” Mr Sokar said bringing them back to earth. “My tech does not come cheap and we can’t use someone else’s when we are out on our own.” “We all have our ships,” Cerberus interjected, “and we can communicate with my applications, it’s all we need to start.”
Mal nodded and gestured to the waiter who was hanging back with a jug of ale, out of earshot. The waiter came forward and carefully poured the glasses of the five men around the table. He then nodded back to Mal and returned behind the counter. Mal raised his glass, “Are you all in this then?” he asked. “We are.” They said in unison. He smiled and they all followed breaking out into relieved grins.
“Rebels are us..” laughed Fil. “A toast then” said Murgen. “To the men that can, and the men that will.” “To us.” Cerberus clinked his glass with Murgens and they all followed suit, still smiling broadly. “What are we going to call this band of brothers?” asked Mr Sokar.
They all looked around, Murgen laughed and said, “Defenders of Awesome!” Mal looked at Murgen, “we are not all warriors, Murgen.” he said “and besides I don’t think DoA spells well for our future do you?” Cerberus gave a short laugh and then leaned in to the group. “What’s this place called again Mal?” “Omusul’s Breakfast Enterprise” Mal said, “named after my Great great uncle Reynauld Omusul, used to be ‘verse wide, when he was younger”
“O.B.E” murmured Cerberus. “As we started here why don’t we call it that?” “Name it after a restaurant?” Mr Sokar laughed, “that’s almost as crazy as DoA!” “No wait,” Murgen interrupted, “No one needs to know what O.B.E. stands for it could be a mystery we keep to ourselves, but it does need more,” he looked thoughtful, “maybe Corporation on the end.” “Corporation stands for big and unwieldy.” Fil said, “and I think we have all had enough of that for one lifetime.” “Co-operation then,” Cerberus said. “The OBE Co-operation, or,” he paused. “OBEC for short.”
“OBEC, I like it.” said Mal. “Me too.” agreed Fil. “I think we have a plan.” said Mr Sokar. “Not yet we don’t,” interjected Murgen, “but we have a name, and a great bunch of friends.” “Build it and they will come.” Mal finished prophetically and raised his glass again. “To OBEC”. “To OBEC” they said in unison.
On that day OBEC was born. The Founders took their ideas and pooled their resources calling in favours they were owed around the UEE systems and beyond. They formed a structure based on the ideas of co-operation communication and mutual support. Murgen introduced the motto “Freedom, Equality and Friendship” and he kept the name Defenders of Awesome as the overarching division for the organisations military wing!
They built it and they did come and are still coming. The Founders, that band of brothers with the foresight to leave and renew, also recognized that big is not always beautiful and resolved to keep OBEC at a manageable appropriate size.
OBEC is an elite organisation without elitists. Its story is still unfolding….
Star Citizen and OBEC is about having fun and enjoying the game. For members; OBEC is the mothership for your (virtual) career and life in Star Citizen. For affiliates; we hope OBEC can contribute to your personal success in Star Citizen. Both ways, we are very proud you choose OBEC. Our members and affiliates work hard to make OBEC a living community and a breathing success of co-operation. We created some basic guidelines to outline our community and stance towards other individuals and organizations.
1. With more than 16 years of experience in multiplayer communities and organizations we proudly present: The OBE Cooperation (SID handle: OBEC) Charter. OBEC is the ultimate best-practise community for Star Citizens leading a normal healthy life and just want to enjoy this new world and game in a relaxed and mature way. In OBEC life comes first, the game comes second or even third.
2. Our stance towards the way OBEC operates: “Freedom, Equality, Friendship”.
3. Is OBEC for me? Well, if you are a hard-core gamer or looking for a virtual high rank and free digital medals you might need to look elsewhere.
4. OBEC is a network for and by Star Citizens all over the world. The objectives of OBEC are clear and based upon our stance:

7. OBEC Funding
7.1. OBEC is free for all members and affiliates. We do not ask or accept any donations.
7.2. OBEC will not collect, accumulate and centrally manage in-game credits. Ventures in the verse will be organized by the members directly,
including the necessary funding. The divisions do provide guiding frameworks but it is of course up to the participating member to agree on a
funding and payout scheme.
8. OBEC Fleet
8.1. Our fleet is made by your ships and your ships alone.
8.2. There will not be an organisation funded ship programme. We do not want to create situations where players invest money in OBEC and for
whatever reason decide to leave and loose that investment.
9. OBEC Alignment
9.1. In the alpha releases, you are free to experiment, test and learn the game system. As soon as the beta, gold and eventually the final game is
released you are supposed to follow the charter and our guidelines.
9.2. We are the good guys. What does it mean? It means we are aligned with the United Empire of Earth when Star Citizen finally kicks off. What
happens when the game is live is open, to all of us. We might stay in UEE, we might go rogue and turn to a rebel faction, nobody knows.
9.3. We do not allow criminality by our members. One exception for smuggling: If you get caught running illegal goods it is up to you to pay the fine
and do the time.
9.4. Affiliates from OBEC with a main character in an organisation that allow criminal acts are welcome in OBEC, as long as they keep criminal
business and reputations far away from OBEC.

9.6. To conclude this paragraph; The charter and guidelines are only put in place to clarify details, not to complicate the game. They are not here to
start legal wars about how to interpret them. Please be considerate while playing or interacting with other players. We are all reasonable people.
10. OBEC Command Structure
10.1. OBEC works with ranks, roles and security circles.
10.2. OBEC Ranks are a token of appreciation and an indication of your activity in OBEC. A 4-star Expert becoming inactive for a year will lose his
stars. Stars show your dedication and activity.
10.2.1. 5 stars - Master
10.2.2. 4 stars - Expert
10.2.3. 3 stars - Veteran
10.2.4. 2 stars - Experienced
10.2.5. 1 star - Regular
10.2.6. 0 star - Recruit
10.3. Division Ranks
Although OBEC itself has a flat rank structure, divisions are allowed and free to obtain a rank structure if it benefits smooth operation. Division Ranks only have a meaning within the division and during operations.
10.4. OBEC Roles (Affiliates cannot have any other role then Affiliate, this is a RSI limitation)

10.4.2. Coordinator - Division Leaders or otherwise coordinating activities in OBEC
10.4.3. Recruitment - Recruiters (manage members and affiliates on RSI/Spectrum)
10.4.4. Marketing - Media (manage branding on RSI/Spectrum)
10.4.5. Member - Default Member role
10.4.6. Affiliate - Default Affiliate role
10.5. OBEC Security Circles (Especially for SharePoint and www.obec.space)
10.5.1. Server Guru - Server admin access to 1 or more systems
10.5.2. Moderator - Ban and block power, moderator quarters
10.5.3. Division Leader - Very Important Pub access
10.5.4. Members - Member access
10.5.5. Affiliates - Affiliate access
10.5.6. Public - For the general interest and well-being of the world population
11. OBEC Escrow
The Founders will create an Escrow document to make sure OBEC and OBEC assets are secure when one or more Founders leave the organisation. It also covers the procedure for successors.
12. OBEC Moderators & Counsellors
The Founders act as and can appoint new Moderators/Counsellors. Moderators or Counsellors are OBEC’s guardians of guidelines and principles and make sure everybody feels at home. Disputes are settled by the members of this group. Based upon the advice and opinions from the others the concerned Moderator/Counsellor will decide any actions that may be necessary.
13. OBEC Division & Department Coordinators
Every department and team will have one or more coordinators to manage the work and activities. The Divisions will coordinate and facilitate any mission requirement suggested or requested of them.
For instance, if a large or expensive convoy is required from one system to another, Excalibur will set up the transport, DOA will provide escorts, Stargazers the scouts and M-SAR any medical support.
14. OBEC Members
14.1. Every member is sacred, you are OBEC and OBEC is you. Every member can start an initiative and see if sufficient sponsors stand up to
support it.
14.2. Benefits for Members. OBEC will provide benefits for members. To be developed with the community.
15. OBEC Affiliates
15.1. An affiliate can join most units, divisions and departments in OBEC. It goes without saying that by default an affiliate cannot be a recruiter,
diplomat, moderator or coder (read 15.3).
15.2. An affiliate cannot enjoy the Benefits for Members for obvious reasons (read 15.3).
15.3. In a case-by-case evaluation by the Founders exceptions on 15.1 and 15.2 can be made.
15.4. Every affiliate has a home in OBEC, you are one of us.
16. The charter is put in place to clarify OBEC and OBEC’s setup. The charter is not intended to start legal wars about how to interpret them. In the end, we are a mature and grown-up team of gamers. No more and certainly not less.
