History

The founder of Expedine, Faws Locke, served with the UEE navy for 12 years, primarily in border system patrol. He spent the later portion of his military career serving alongside the now CEO of Dark Star Interstellar aboard a Terrapin. Once Locke mustered out, he chose to purchase a refurbished Carrack with the intention of scouting out the locations of Vanduul fleets to inform private organizations. When looking for a broker, he became reacquainted with his old shipmate and accepted the offer to partner up again and found Expedine as a subsidiary. Today, the two companies work closely to share valuable data across interstellar space for the safety and benefit of everyone.

Charter

DARK STAR INTERSTELLAR EXPEDINE

The undersigned incorporator of Dark Star Interstellar Expedine, a data retrieval subsidiary company of Dark Star Interstellar Enterprises, adopts the following charter:

NAME
The name of the company is Dark Star Interstellar Expedine and will be referred to hereafter in this document as Expedine or as “the Company.”

PURPOSE
The purpose for which the corporation has been organized is to obtain information and charting data from areas of space beyond UEE jurisdiction regarding high value resources; high-threat targets including, but not limited to, Vanduul fleets and/or colonies; and space anomalies, weather patterns, and geographical hazards that pose a logistical and safety concern to travelers through poorly mapped systems.

METHOD
Expedine is a subsidiary company of Dark Star Interstellar (the “Broker”), who will provide necessary resources to Expedine employees (“Pathfinders”) to achieve their assigned information gathering task (“Venture”) through a predefined area of space (“Corridor”), and act as a broker for the furnishing of gathered information (the “Data”) to clientele.

Expedine’s Pathfinders will strictly remain within their corridor, and any deviation must be reported to and approved by the region’s Guide prior to deviation. Development of new corridors must be approved by the region’s Guide and a Trailbreaker must take command of the team participating in the initial development venture. A corridor cannot be “broken in” by a team with no Trailbreaker and without approval by the regional Guide.

Combat is to be avoided except in self-defense. Retrieval of a Pathfinder team’s black box is to be overseen by the Company in conjunction with the Broker’s available security forces and is to be carried out promptly to prevent loss or corruption of data.

SCOPE
The range of a Venture will be dictated by the vessel used and the available services within the Corridor. Corridors will be limited by the total personnel available to the Company, to prevent loss of communication and untimely delivery of data due to over-extension of personnel and resources.

STRUCTURE The Executive Branch will consist of the Chief Executive Officer (“CEO”) supported by a Chief Operations Officer (“COO”), Chief Human Resources Officer (“CHRO”), Chief Medical Officer (“CMO”), Chief Technical Officer (“CTO”), Chief Data Officer (“CDO”), Chief Flight Officer (“CFO”), Chief Communications Officer (“CCO”), and a Financial Control Officer (“FCO”).
  • The COO will act as Operations Director, overseeing employee organization and dispatch.
  • The CHRO will set hiring requirements and oversee recruitment and training.
  • The CCO will develop the company’s public image for both clients and for recruitment.
  • The FCO will log company expenditures and revenue and distribute funding to regions and to departments.
  • The CMO will oversee medical staffing, organization, and training.
  • The CTO will oversee staffing, organization, and training of technician personnel responsible for maintenance and logistics for company spacecraft and employee spacecraft used during company ventures.
  • The CDO will oversee the staffing, organization, and training of technicians responsible for the transfer, logging, and storage of secured data from pathfinders to the Broker, and the maintenance of physical storage components.
  • The CFO will oversee flight crew staffing, training, and organization.

The executive branch will work with regional managers, or “Guides”. Guides will oversee all operations and logistics in the region of space they oversee, including physical storage and spacecraft maintenance, and will log all ventures, training, and registered teams. They will communicate between the executive branch and supervising “Trailbreakers”. Trailbreakers manage a handful of teams, organizing schedules for pay, work, training, and leave or vacation, and manage the funds for the team provided by the FCO through their Guide.

Within each region, pathfinders will be separated into teams of Junior Pathfinders lead by a single Senior Pathfinder. These teams will be either the crew of an appropriate exploration ship or consist of the crew of a wing of exploration ships if the team lacks multi-crew spacecraft. The Senior Pathfinder reports directly to a Trailbreaker.

The CHRO will work alongside the executive officers of each department to organize training and direct trainers as outlined below. Advancement and qualification within the company is handled using certifications that prove the holder is capable of operating within their team in whatever role they have certifications for. All pathfinders must hold at least one certification, obtained in conjunction with their basic pathfinder training, but may hold any or all certifications. Trailbreakers and Guides must carry more than one certification. Executives must at least hold the certifications for the department they oversee, but are not required to hold certifications for other roles.

RECRUITMENT AND TRAINING
All new employees will be hired as trainees and be required to undergo training organized by the CHRO, CEO, COO, CMO, CFO, CTO, and CDO for all pathfinder team members.

Pathfinder training requires that the trainee prove they understand company structure and policy; their duties to themselves, their team, and the client; regulations and policies regarding life on other planets and communication with low-tech species; and that they show a certain level of proficiency with the skills and hardware required by the company including understanding incoming emergency channels, emergency protocol, and self-defense skills, both armed and unarmed. They must accompany a pathfinder team on at least one venture before being officially assigned a region to operate in. Core certifications are pathfinder general; pathfinder combatant; search and rescue; and triage and emergency response.

Flight crew must prove they are capable of piloting the spacecraft, understanding all MFD information, and are able to troubleshoot system failures in case of emergency. They must pass a practical test and oral examination designed by the CFO to earn certification. Available certifications are piloting, navigation, and flight engineering.

Medical personnel must prove they understand their solemn responsibility to their team or teams they work with, and that they are proficient with the tools and skills required to administer medical aid and life support. They must serve under a senior medical officer for a predesignated period and pass a practical and oral examination designed by the CMO to earn certification. Available certifications are basic life support and flight medical officer.

Craft technicians must prove they understand all major functions of spacecraft and the inspection and maintenance requirements to maintain space-, ground-, and airworthiness of all vehicles and craft. They must work under a senior technician on a predesignated number of inspections and repairs and pass a practical and oral examination designed by the CTO before being awarded certification. Available certifications are propulsion, frame, hardpoints, and systems.

Data physical storage technicians must prove they understand all major functions of the physical data storage and the maintenance and security requirements to maintain all data securely. They must pass a background check and must communicate comprehension of their responsibilities for the data and the consequences of negligence. They must work under a senior technician for a predesignated amount of time and pass a practical and oral examination designed by the CDO before being awarded certification. Available certifications are computer maintenance and data security.

Communication department employees must prove they understand the operation of interstellar (in game), internal (company third party programs like Discord), and emergency (UEECG Channel 16, etc.) channels and understand the correct verbiage required to properly utilize these channels of communication both ways.

Financial department employees must provide evidence upon hire of their aptitude for their perspective job and must fulfill the same training requirements as field employees, including acquisition of at least one non-core certification.

AMENDMENTS
Amendment 1:
The Company is contracted to the United Earth Empire Coast Guard (UEECG, “the Guard”), and will take advantage of the Guard’s Channel 16 for emergency calls, to which the Guard and/or Company personnel will promptly respond. The Company will train all Pathfinders in the Guard’s SAR and CSAR operational standards and procedures as well as company procedures for relinquishing a SAR or CSAR situation to the Guard’s responders.

Pathfinders may respond to distress beacons or C16 calls in their corridor at the discretion of the senior pathfinder, or near their corridor at the discretion of their supervising trailbreaker. Any SAR or CSAR response will follow the Guard’s operational standards and procedures. If and when the Guard’s responders arrive on scene, company personnel will brief and relinquish command of the situation to the Guard’s responders, in accordance with the Company’s SAR and CSAR turn-over policies.
